I have been trying to do this for some time, and here is what I found.
1) Setup HTTPS via ADM Axis Device Manager on the camera in question
2) Setup the self signed cert and record the password
3) Login to the web interface for the camera you want to monitor and choose "System Options", "Network", SNMP
4) If SNMP V1 or 2 are enabled, uncheck them
5) Check "Enable SNMP v3, enter the password and record it. IMPORTANT!!!! The username for v3 is "initial"
6) Setup the SNMPv3 credential in SolarWinds giving it a user friendly "Credential Name"
7) Username should be "initial"
SNMPv3 context is blank
9) Authentication Method: MD5
10) Password: (same as what you used for the camera v3 password)
11) DO NOT CHECK "Password is a key"
12) Privacy/Encryption Method: DES56
13) Password: (same as what you used for the camera v3 password)
14) DO NOT CHECK "Password is a key"
15) Save and setup the monitor
16) Setup the device to monitor via "Add Node"
17) Choose SNMPv3 and in the "Saved Credential Sets" choose the "Credential Name" you created above both for "SNMP Credentials" and "SNMP Authentication"
18) Test, and when the test passes, finish setting up monitoring for the node.
