ICMPv50.ocx error while upgrading to HF2

Any clue what causes this?  I've tried every method to upgrade from 2020.2.1 HF1 to HF2 and every time I get this error.

 

Failed: Module C:\Program Files (x86)\SolarWinds\Orion\ICMPv50.ocx failed to register. HRESULT -2147024770. Contact your support personnel.

Ensure you are executing the installer as an Administrator. Also, try running the installation again to see if it's reproducible. It could be that the files are simply locked. I would recommend shutting down and disabling all Orion services (except the administration service), reboot, and re-run the installation.
