What happens when SAM 6.4 license runs out of monitors?

I got an old Solarwinds with SAM 6.4, an active SAM300 license, but over 2000 component monitors.
My "Allowed Number of Component Monitors" is 300. My "Available Component Monitors" is 0.
My "Unlicensed Component Monitors" is over 1700.

When I created some new component monitors, some actually got enabled and came up. But then other existing monitors dropped into a "not licensed" state.

I would've expected new component monitors to simply not work if my license was exhausted. Is it normal for SW/SAM to bring up some new monitors, and drop some others when the component licenses are exhausted? Perhaps this is not the intended logic of SW/SAM. But in the real world, it sure seems that way!

SAM Licensing model states as mentioned below:

You can use as many component monitors as needed, as long as the number of assigned component monitors doesn't exceed the license count. If you exceed a license limit, component monitors beyond the limit are not activated and their statuses change to Not Licensed. Either disable assigned component monitors to reduce license consumption, or upgrade your license. This also applies to API Poller metrics.

But then what you have mentioned doesn't look like the way it should work, ideally the first active 300 components should work as expected in your case, i would suggest to raise a case with SolarWinds as that isn't the expected behavior.
