I'm waiting to hear back on when these release notes should be published? I'm not seeing any links-- if there is known information, can it be posted here?
You see that the new bundle includes it but no link is provided in the list of HF2's:
NCM runs on the Orion Platform. The Orion Platform has a Hotfix 2 which addresses the outstanding security vulnerabilities. There is not an NCM specific Hotfix 2 at this time as NCM is not directly affected, only the underlying Orion Platform.

This hotfix is applied to the machine where NCM is installed to patch the vulnerability in the Orion Platform.
To make this more clear, I would hope SolarWinds would provide the link back to the platform notes then so it looks complete.
