restrict user to access Manage Dashboards

i want to  restrict user to access Manage Dashboards view

when ever i create user with no access on menu bar there is setting tab by default on which manage dashboard is listed

i tried to remove setting option from menu bar but didn't find way to do it

You can put these users in a group and then use a custom menu bar to hide the Settings menu for that group.

due to this NOC user can create modern dashboard and this is want my bank want to restrict it.
