What is the process of upgrading NPM

Question

I have an NMP server running version 12.2 on a Windows 2012 R2, and MS SQL server 2012 SP4.

I have a new Windows server running recomendend version for the latest NPM.
I have a new MS SQL server running recomendend version for the latest NPM.

I want to move to the latest NPM version.  What is the best way of doing this?
I guess it's not backup and restore, so if anyone could give me som tips I'll give it a try.
I also think I need to adresse something regarding the license also.

I think I will try to keep everything (nr 2).   And I will have the DB-guys help me to backup and restore the database to the new DB-server.

Then I will remove the license from the existing and use it on the the new server when installing the newest version of NPM.  
But will there be any issue with the servername?  Dont the DB have the servername in one or more tables?
The existing NPM server name is npm001 and the new NPM server is called npm-prod-001.  And I cannot rename the new server to the old name, since I have to follow our nameing policy for servers.

1) If you don't care about all of your old information, then new install and move the license.

or

2) To keep everything:

a) backup the old database and restore to the new SQL server. (I'm no DBA, so not much help here)

b) Old NPM.  Settings -> License Manager -> Deactivate everything - Turn off

c: Install new NPM.

d) Activate licenses

3) Less downtime:

a) Upgrade the SQL by backup/restore to new SQL server, and configure old NPM to use it.(usuaully I move the IP to the new server)
