Alert on sudden drop of user count

I've got a request to create an alert to send out a trap and email whenever the number of VPNTunnels downs 20%. I created a Universal Poller to get the iveVPNTunnel count but I need SQL examples on how to subtract current value to last polled value to come up with a percentage. Any help would be appreciated.
