8.5.1 SP3 custom receive bandwidth ignored

I'm able to set the custom bandwidth for "Transmit bandwidth" using system manager, but not "Receive bandwidth".

This is a 100mb fastE link which is rate-limited down the line to 30 megs each way.  I've tried to set the receive appropriately, but it's staying at 100 megs.  The interface allows me to change it within interface details, but when I close the node details, view a map, etc, the receive sticks at 100.

The same thing is happening to me, but with send and receive. It's a tunnel for a sat shot to a remote site, it's supposed to be a 3 Gig connection, but sticks at 65K. The result is the utilization in NetFlow is somewhere in the neighborhood of 2200%. Same deal as JP, I can set in the Int details but when I close it and open it back up it flips me the bird. Any help would be great.
