Solarwinds NPM 12.4 - There was an error retrieving data from Solarwinds Information services

1)We have been facing this issue chronically for about a month. Support recommended this KB which we followed:

2)Basically support is telling us to upgrade to 2019.4. Just wondering if anyone else faced this issue with 12.4 and if we can expect a fix with 20194. It is a pretty generic error message.

We are hoping 2019.4 offers some relief. We have really been struggling with 12.4.
