When copying over a new MIBs.cfg file do I need to stop and restart any Orion services or is it all done live? The readme doesn't say anything about stopping anything so I'm assuming it's all live, but figured it's better to check first.

No, you do not have to restart services. You will only need to follow the readme included within the .zip copy the mibs.cfg to the location specified and you are done.
