Alerts and Utilization Percentages

I have set some alerts to go off when an interface hits 83% or greater when it comes to utilization, but when it emails me the response say things like:

Alert Triggered: Transmit Percent Utilization of NODEXXXXXX is 27 %. Current traffic load of this interface is

Received : 8.50 Mbps
Transmitted : 27 Mbps

Does anyone know why this would occur? Is it reading something wrong from the router, or is it a setting in Solarwinds?

It appears to be something in Orion NPM. I have an alert that monitors my MPLS interfaces and sends out an email when they are = or greater than 60% and get the e-mail with interface is at 20%. but when i set the alert up, the ranges for utilization on transmit and recieve are -2, 1, 2, 3, 4, 5, 6, 10, 20, and 27 only. I have to type in 60 to go higher than 27. Can someone from SolarWinds please explain them to me.
