Does it seem to happen during a specific action? I'm an Engineer with Loop1, we provide SolarWinds professional/consultative services. I was recently working with a client where I saw this issue and it seemed to be when specific tasks were being performed which would explain the intermittent error. What exactly are you trying to do ? When you say you see that error sometimes what do you mean by that ?
Are you trying to open a particular node page or are you running a report or is it happening only for a particular view ? OR is it random ? No matter on which page you are on it happens all of a sudden?
If its completely random & happens on any page or link that you open in solarwinds, then start with the basics first, see if that helps since you have just upgraded.
1. Restart IIS
2. Run config wizard on website alone and check if that helps
If the above things do not help, then proceed with the next step and try the details as mentioned by kboldizar

Sometimes means--> Click on Message center,Nodes and reports it's getting error.

Without digging into logs (there are many things that could cause this), the next step would probably be running the config wizard. Typically that has corrected this for me in the past when I've seen the Last Database Sync not updating. One thing to remember is to always run the wizard as admin. Not doing so can cause permission issues which in turn can cause strange things to happen in an environment. If you look in Program Files (x86)\SolarWinds\Orion\OrionPermissionsChecker. That tool is something to check as well and can often help to correct permission issues.
