NPM 10.4.0-HotFix3 - How about a readme? What are the installation instructions?

Question

Just back from Christmas holiday and find there is a new NPM 10.4.0 HotFix3 posted in the Support Portal.  However, there are no instructions in the ZIP file - just an EXE.  What does this fix?  What are the prerequisites for installation?  Where are the installation instructions?

I expect a bit more than this from SolarWinds!

I resemble that Message Queue bug.  Took a while to nail down, but was a memory leak in the poller DLL.  NPM would act like it was working, but polls would not get written to the database.  It uses the Microsoft Message Queuing (MSMQ).  You can see if they are backing up two ways:  In server 2008 I used Server Manager, Features, Message Queuing, Private Queues.  Not sure where to find them in other versions.  An alternative is to use PerfMon, and add a counter form MSMQ Queue and pick Messages in Queue for Solarwinds queues.  This will show if the queue is being emptied quickly.

SolarWinds Orion Network Performance Monitor (Orion NPM) version 10.4 Hotfix 3

This hotfix addresses the following issues:

- NPM stops storing polled data, causing Microsoft Message Queuing (MSMQ) to grow excessively. The SolarWinds DataProcessor service keeps adding threads.

- vCenter polling is not able to store data to the SolarWinds database in case of large vCenter infrastructure
