MAP Maker

I am trying to publish Visios and MAPs in MAP maker and I keep receiving a message that I am being denied access to publish the files. Is this something that has to be adjusted in Orion or the server rights? I gave admin rights to the domain administrator and 3 people and it still does not work.

Please help.
