What does the SolarWinds Administration Service do?

We're building some monitor-the-monitor processes and would like to know more about this service. There's no description in the Services MMC on the server and I haven't been able to find anything in the PDFs, Thwack or Success Center.

The Administration Service controls the Orion Service Manager web page which allows Orion Administrators to stop/start/restart Orion services, web sites and their dependencies from Orion web console.
