Received the error below while upgrading from 9.1 SP4 to 9.5. It happens right after clicking 'SolarWinds-Orion-9.5-SLX.exe'. Have downloaded the installer twice to verify it wasn't a corrupt download. Is there a workaround or fix?

Had the same error. After running process monitor, discovered that the installer was looking for cmd.exe in C:\docs&setts\<username>\windows\system32.
My system32 directory did not exist, so I created it and copied in cmd.exe and was finally able to install.

Did it manage to create the C:\Documents and Settings\All Users\Application Data\SolarWinds\Orion9.5.0_Install_Log.txt log file?
If yes, you might be able to find further details about which path could not be found.
Also, you could run a process monitor trace on the SolarWinds-Orion-9.5-SLX.exe process name.
I downloaded it and got the following md5 sum: dc355a5dfe74b82c047cea818e29c2fd

Check if you have the same result.

Btw, do you happen to have Terminal Server installed on the Windows Server?

We run Windows 2003 Server Enterprise with Terminal Service only in remote administration mode.
I tried installing Solarwinds 9.5 though a terminal session, terminal console session, directly in front of the server, all failed with the error until I used the solution fix above.
