NPM - monitoring Polling engine down

I've searched a few threads on this and can't find a simple solution to monitor "Polling engine down" and "last database synce" greater than 5 minutes. We have had problems with our polling engines showing "Polling engine down." The alerts <polling engine> - minutes since last keep alive and <polling engine> "polling engine completion rate" are not capturing the condition. The alert <polling engine> "last database sync" only allows date values and not minute values. It seems like a simple solution would be to have a column in the database that measures last database sync. We are looking at collecting the collector.service.log data and looking for this pattern:

2018-04-30 11:15:55,579 [7] ERROR SolarWinds.Collector.OrionCommon.SWEventLogging - Service was unable to open new database connection when requested.

We do not have a SAM license. This seems like a primary component that Solarwinds should be able to monitor. We do have 2 silos so not sure if we can setup some type of cross polling. We're trying to avoid having to write a customer management pack with SCOM or powershell code. If that is the only way, then we'll go that route.

If you are skeptical, you could try few generic steps, check if the below steps resolve the issue before you try the solution pasted on the link, the error states that your poller couldn't establish a connection with your DB, I am sure the polling engine is working fine and it can still monitor as required, its just the status that's providing a wrong update

Checking the time between the database and application server is the same
Restarting services
Restarting the server
Running the config wizard (repairing all components)

Thanks. Just to clarify my question. We know the solutions to resolve the polling engine down. We just want to be able to effectively monitor the condition. The out of box monitors I mention are not catching this condition.

ah, extremely sorry, bobmarley is accurate, the alerting details that he has pasted is perfect, check for 'Engines' table on SolarWinds DB, its the 'keep alive' column which holds the time, that's what you need to look into.....

We have setup the last database sync alert; however it is not currently alerting on a few pollers we have in this state. I can attest the pollers in this state are due to an inactivated license. I'm not sure if the alert condition accounts for pollers that have not synced due to a license activation issue.

Here is what the polling engine looks like and the alert does not catch this condition. This is down due to a license issue.

You can probably exclude some of the pollers from the alert here, I haven't tried it on a poller alert yet though.
