Error duing upgrade to NPM 9.5.1. Database configure error occurred. Compatibility level error

I installed NPM 9.5.1 and after running the configuration wizard, I get the error below

Incorrect syntax near External.  You man need to set the compatibility level of the current database to a higher value to enable this feature.  See help for the stored procedure sp_dbcmptlevel.

Why am I getting this error and what's the fix?  I saw the article on the knowledge base that said check your compatibility level.  Mine is correctly set SQL Server 2005 (90)

What is the fix?  I opened a ticket but I doubt support contacts me until Monday.  Anyone know a fix?

I fixed the problem.

.NET Framework 3.5 wasn't installed on my database server.  I installed .NET Framework.  Rebooted the server.  Disabled CLR.  Ran the sp_dbcmptlevel procedure to reset the compatibility level to SQL Server 2005 (90) then re-enabled CLR.
