Setup a test/lab environment

I want to setup a test/lab environment with all of our current modules (NPM, NCM, NTA, SAM, VoIP) in order to test and evaluate new modules as well as new releases before installing them in Prod. I will only have around 20-30 nodes in this environment. Would this require us to buy additional licenses?
