Assuming your issue is that you're not seeing all your dashboard menus, settings, etc., in the browser after an upgrade...
Before attempting the below -- I'd clear all your browser cache and re-open the browser to be sure it's not a local issue and is indeed the Orion server itself.
EDIT: Also could try an 'iisreset' at an admin priv'd command prompt after that as well before attempting the below steps.
Typically re-running the configuration wizard, selecting database, website, and services and then ensure clearing the ASP .net temp files is checked has fixed that when I've seen it. If that doesn't fix it perhaps a reboot of the Orion server will afterwards. Good luck.

Since these 2 steps were already performed I proceeded with removing an unnecessary IIS website binding per the instructions at https://support.solarwinds.com/Success_Center/Network_Performance_Monitor_(NPM)/NPM_12.1_Web_Console_tabs_are_missing
I removed the binding that had the FQDN of the server specified, leaving one that that binds to "*" (all IP addresses) instead. Restarted IIS and restarted all Orion services. Now the menu bars and tabs appear whether you use IP address or FQDN to access site.
