CALs required for SQL Server 2000

How many CALs should I purchase for my SQL 2000 Server? I'd expect that ORION would be the only client interacting with the SQL server and all my web clients talking to ORION wouldn't count. Does that sound right?

It depends on if you want to pull reports straight from the SQL database
using something like Crystal Reports or <ugh> Access.

With the functionality of Report Writer you probably don't need these tools,
unless you want to graph any of these reports.
