report request for 95th percentile of bandwitch by percent utilization

I would like to request a monthly report similar to the 95th percentile interface traffic, but one that reports the % utilization, instead of the bps. This would be much more usful in determining what percentage of the bandwidth is being utilized on a avgerage basis.

A good example of the use of the report would be to show justification of a bandwidth upgrade.
