I used Solarwind Orion NPM 8.0. When I opened traffic of interfaces on network devices. Solarwind display “no data available for that time period”.
How to fix problem with it ?

NPM 8 is a pretty old version. Did it used to work? Or has it never worked.
Usually you only get the error you are seeing when you first add in a device/interface etc. As it hasn't collected any data as yet to show.
This isn't about the same issue, but I'm curious should I see for example some temperature or fan graphs from switches? I see temperature with universal poller, but in new NPM version there is new sheets like "vital stats", "network" etc in device page. In network page there is power supply, temperature and fan sheets but opening them only shows the notification "no data available..." They do show STATUS correctly (normal, for example) but those values are also links to graph, which doesn't show anything. Should it show something?
Assuming we have upgraded to 10.5 already? Try changing the time-period and / or interval of the resources.
Actually, when I checked the system for your question, I noticed that I now have temperature graph (from last 7 days only, but nothing beyond that, don't know why). It's quite obvious that I cannot get graph from fan state, which is no a "value". So maybe there is nothing wrong with system anymore. I just don't know what has happened since I last time checked that graph and it didn't work (probably couple of weeks after NPM update, in early summer.)
All I now need is to upgrade all Catalyst 2950 switches to 2960 which gives me temperature information.

Solarwind NPM v8.0 had devices from 6 year. And few days ago, I config ntp server on router and switch then Solarwind NPM display “no data available for that time period” on traffic interfaces. How do resolve it ?

If you just configured ntp server then that should not have done anything. Can you see the router from your solarwinds machine?
In System Manager, Right Click on the Device and select List Resources. This will poll the device using the SNMP Community String you have configured. If the Interfaces list correctly, then SNMP is configure Correctly, and you may want to go into Start> Programs> Solarwinds Orion> Advanced Features> Polling Per Second Tuner (forgot the exact name). Make sure that both of the sliders are at or above the recommended number, then restart the NetPerfMon Service. It will take a few minutes for the NetPerfMon Service to start while it grabs the data from SQL to store into RAM, then System Manager will be able to let you back in.
The NTP change on the network device will not effect our Polling, unless you changed the time on the Solarwinds Server or the SQL Server to be in the past. If this happens, Orion will not display data until it polls with the new time stamps and insert that date time into the SQL Database.
