Report on congestion on broadband network

I am trying to define a report from Orion stats which would assist us to identify broadband links which are going over a congestion threshold. My thoughts are to put an exception report together which would show latency increasing whilst errors and packet discards were increasing. Has anyone done something similar or put any thought to this which they could give me some guidance on?
