Error 374; Failed to activate VB.UserControl

Trying to install and run the Application monitoring system and getting the error message

Run-time error '374':

Failed to activate control 'VB.UserControll'. This control may be incompatible with your application. Make sure you are using the version of the control that was provided with your aplication.
