URLRewrite.dll failed to load

I am currently installing Orion v9.1 and got the following errors. Any one who can help as this is urgently needed.

The HTTP Filter DLL E:\APPS\Solarwinds\Orion\URLRewrite.dll failed to load. The data is the error.

Could not load all ISAPI filters for site/service. Therefore startup aborted.

I am no longer having a problem with this error. It has been some time now since the error occurred. Since I am now up to version 9.5 SP5, I believe the issue has been resolved through the updates.

(you did not mention, which version you are using)

Since this is an urgent issue, please open a support ticket with an Urgent priority.

I'm having the same problem but the support engineers can't figure it out. Did you have any luck getting this resolved?

Most of the time when we see that error, it's because IIS doesn't have permission to read URLRewrite.dll for some reason. You could try granting Everyone read permission to it temporarily. If the error goes away, then you know that this was a permissions issue and you can work on figuring out what's the least permissions you need to grant to get things working.

Also, if you can upgrade to Orion 9.5, URLRewrite.dll is no longer used in that version.

Permissions look ok. If there was a problem with asp.net would that keep urlrewrite from loading? One of our web folks says there's a problem with asp.net but IIS seems to think it's loaded.

I upgraded to 9.5 SP3 and I am getting the same type of errors:
