Interface 95th Percentile by Time Frames - REPORT WRITER report

If using data for 95th Percentile as seen here:

 

 Is there any way to do this with REPORT WRITER? I’m looking to build a report that would have this output.Is it possible to have a FUNCTION for 95^th Percentile?  Example   THIS YEAR – 95^th Percentile Receive Util    Transmit Util Interface MajorInterface1       72.0254%        26.0422% Interface MajorInterface2       55.0111%        77.0566% Interface MajorInterface3       94.0343%        97.0711% .etc

Hi Larry,

I know that this sql statement from the "95% Traffic Rate  - This Month  report" sepcifies 'this month' as the time frame. What I don't know is how to expand that statement to 'this year'. Maybe a community SQl guru can help us with this?
