Hello,
I have a general question. If I wrote a Perl script that could send syslog based messages to SolarWinds when application services (ie. HTTP service, DHCP service) failed on a given host would that work? Would Solarwinds syslog interpret the events and display some type of message? I need to have application services monitored and reported.

Yes, the messages would be collected and displayed within Network Performance Monitor. You can also add actions (Send E-Mail, play sound, run a program, etc) based on the receipt of these SysLog messages.
Also, SolarWinds has a pre-release version of an Application Monitor available that can remotely monitor if an application is running. It also collects memory and cpu load statistics. Contact SolarWinds Supprt for a pre-release version.

Is there a specific format required when sending the syslog message via Perl to the Solarwinds syslog server?

The format for a syslog packet is defined in RFC 3164 (and others), which includes several examples.
