If I restart SNMP service which Orion uses to manage the devices it reports as a reboot.... any way to twek it so it does not report as a reboot but service restart or simply nothing?

this is not possible... NPM detects a restart by detecting a change in the amount of time the server has been running for, which is reported by SNMP. If SNMP is restarted, this counter is reset. There is no other way to check how long the server has been running for (as far as I know).
