Yes, sir. Download and install. Functionally, the NPM infrastructure is updated with each release. Primary installations and extensions thereof must be on the same version to ensure that NPM 'works'.

Yes, if you have upgraded your primary NPM installation, you will need to upgrade any and all Additional Web Servers and Additional Polling Engines you have installed.
