There is a hotfix for NPM 10 that you should have been notified about it. Sounds like a it might be a bug.

Complete the form. You will not be able to upload your diagnostics, but you will receive an email back that allows you to upload diagnostics.

This is a known bug which I believe should be resolved in the next release

Thank Brandon, hope i will fix on next release, by the why not the orion product update is not directed as emails notification? because from customer portal we used email for licenses
