Missing banner at top of Page

I am running version 8.5 of orion and I have configured my IP address Management application to publish the IP listing to my Orion web site.  My problem is that I have lost the banner information at the top of the page.  Any user going into the system have to hit the 'back' button

 Is there a way I can add the banner page to the top of these pages?

 I have the same issue and am still fighting it along with others.  To this point so far I have just been told to rerun the config wizard or reinstall the web site.
