I'm doing a fresh install of NPM 12.4, the latest NCM,SAM, NTA, and VNQM, and it's installing (very slowly) Visual C++ 2008 SP1.
According to Microsoft, support ended for that version a year ago.
https://support.microsoft.com/en-us/help/2977003/the-latest-supported-visual-c-downloads
Which sayeth:
---
Visual Studio 2008 (VC++ 9.0) SP1
- Visual Studio 2008 reached end of support on April 10, 2018. To aid the discovery of the latest downloads, the links are retained currently, but may be removed in the future.

Now maybe, Microsoft's web page is poorly written (never happened before, right?), and SP1 is still supported, while the base version is not. I kinda doubt it though.
I would expect SolarWinds to keep up with the technical times, and use succeeding newer versions, since each library has separate Microsoft patches. We have similar problems with the many .NET versions required. Much of this is Microsoft's fault, I'm sure, for not maintaining backwards compatibility. Some is simply unavoidable, I'm sure too.
It's also not clear which module requires this library.
