Can interface discards be displayed as a percent

Is there a way to display discards as a percentage of packets during the same time period (Today, last hour etc). Can this be done either via report or dashboard etc?

IE: Cisco int has 44 discards in past hour. If there was 100 packets during that time it's an issue. If there was 1 million packets it's not.
