two actions are performed (send e-mail and Event Log)

In Test fire alert job done but program is not run
Is the SolarWinds alerting service allowed to interact with the desktop? if not, I don't think notepad.exe will appear

I tried the command line to send sms via microsoft sms Sender, the application does not work out.
Unless you allow the Alert manager service to interact with the desktop I do not think that it will startup notepad successfully
We have no idea if the command you actually want to run also needs to interact with the desktop -- you obscured what you were actually trying to achieve.
How do you know the application didn't run? What did it's logfiles say?

If i run from cmd SMSSender. In log file There is an entry in the file.
