Update Report Schemas

Is there any particular, valid reason that one must Update Report Schemas each time an upgrade is done? Why can't this be integrated into the install/upgrade process? This is pretty irritating to have to deal with, since scheduled reports are created based upon custom properties, as is the Custom Property filtering mechanism.
