What kind of a network link are you trying to create? If you are trying to create a map, see the Network Atlas Administrator Guide for instructions.

In general, network links, in both NPM and Network Atlas, are determined automatically, using a combination of the following:

ARP tables on discovered devices
Bridge tables on discovered devices
CDP (Cisco) and LLDP if necessary
