Detecting a flapping interface

I am new to the Orion system (8.5.1) and we are attepting to set up an alert to detect flapping interfaces. I am assuming we'll want to set a condition to evaluate the number of up/down transitions within a certain period of time etc. Any asssitance will be warmly regarded.

If you have the devices sending syslog or traps to Orion, you could always take a shortcut and just set it to alert you from one of those collectors.
