Customize alert supression

I have multiple Notes servers in many locations. I want to be able to notify my Notes team when one of their servers goes down by using the alerts, but I do not want to notify them of the server appearing to be down when the router at the site is down. Anyone know how I can do this without creating an alert for every site?
