Services Wont Stay Down Orion Service Manager

Has anyone seen an issue when stopping SW services via Orion Service Manager and they wont stop. When I shutdown everything via Orion Service Manger, the shutdown process starts to shutdown services. Then before the last service goes down, all the services start backup again. I dont know what else to look at and I could use some guided experience from the forum gurus.

So I thought this was a configuration of the service itself. When looking at the SW services they are all configured with Recovery options of Restart Service and 0 reset fail count and 0 restart service. After modifying each service with a recovery option of take no action and 1 day reset fail count. When I stop the services via the Orion Service Manger they still start back up after several seconds. My only other thought is to change the startup type from Automatic to manual. Im not a server engineer and Im not sure if thats the best step to take or not.

Do you have Orion HA installed? The HA module will take control of services to try and keep the system alive.

I don't suppose you found the issue to this or not? I'm having the same problem. Services seem to have a mind of their own. I've tried stopping them via powershell with the force option and they still start back up. I even set them to manual and again they start up and stop on their own.
