Orion website install issue (Jay)

Having an issue with installing the Orion website. After the Config wizard runs the following error window pops up:

"Website configuration failed: Web request for /Orion/Logon.aspx failed - The remote server returned an error (401) Unauthorized."

I also noticed that when I run a repair on the website the port it tries to use is 8787 rather than 80.

This is a DOD secure network. Could it be a local or group policy that is getting in the way of website creation? Id there a workaround?
