I have NPM 7.x running on Windows 2003. Bought new machine from Dell, loaded patches and plopped down NPM. No problems.

I had the same problem when i tried to install Orion on 2003. This happens due to a new feature MS addded called Data Execution Prevention.

in you boot.in add this parameter to disable it.

/NoExecute=AlwaysOff

This cause me much pain until I killed it.
