Report showing only 0%

I need a report that has nodes that had an average availability less than 100% last 30 days. When I insert a line that says availability less than 100% all I get is 0% availability for all nodes.   Here is my report.   SELECT  TOP 10000 Nodes.Node_Type AS Node_Type,Nodes.DNS AS DNS,AVG(ResponseTime.Availability) AS AVERAGE_of_Availability FROM Nodes INNER JOIN ResponseTime ON (Nodes.NodeID = ResponseTime.NodeID)  WHERE ( DateTime BETWEEN 39431 AND 39462 ) AND  (  (Nodes.Report = 'Store Router') AND   (ResponseTime.Availability < 99.98))  GROUP BY Nodes.Node_Type, Nodes.DNS  ORDER BY 2 ASC

I tried this a few years ago and was told by SW support that this was not possible with Report Writer, as it does not support nested queries. See this post -

Instead, I use the outage duration report, which gives me the number of minutes any node was down in the past 7 days. Not quite the same as availability, but still useful.
