alert actions - run external/vbscript credentials

I'd like to see the ability to use credential sets, like those in APM, to run external programs/vbscript alert actions. Specifically you could use the same set as in APM, and move the credential functionality from APM into common components.

I'd also like to see a test button specifically for the external program/vbscript alert actions, so I can test whether those credentials and command line switches/arguments are working properly.
