Orion Website Error

iam using evalution version of NPM 9.1 and getting the above error.

i tried installing sp3 .but problem still persist and found 2 services are not starting(solarwinds alerting engine and solar winds trap service.)

After running SP3, make sure to run the Configuration Wizard again. According to the screenshot, you're still at 9.1 SP2.
