If you download the 12.3 Offline installer it will include all the latest Hotfix installs.

Not easy to get that from the portal ...

Yeah, the online one does include the words 'includes latest released hotfix' but I agree they should make it a little clearer. However, I just did a clean install with the 12.3 offline installers in the last hour and it 100% does include all HF's.
