I need suggestions on where to find a Windows utility to allow us to SNMP Set commands to a device?

The Engineers Toolset Includes a utility to perform SNMP SETs.
It isn't a Windows box the SNMP traps are going to, will it still work?
I am not seeing a SNMP Set ability in the Engineer's Toolset other than the System MIB Editor, that does System Name, Location, and Contact.
The tool is called SNMP SET and a screenshot can be seen here -> snmp set
