Does NPM allow any way to monitor all the interfaces on a switch (throughput, latency, etc) without marking the Node as having problems when a port goes down? I would love to track the performance of users on a distribution switch, but obviously I expect the ports to go up and down and don't want it showing up as a problem in the NOC.

Yes you can set the interfaces to mark as unplugged instead of down.  this is done on a per interface basis (but you can edit multiple at once).  Find the node in node management...expand the interfaces...choose all you want to mark this way and set to display interface as unplugged.
