We are going to Upgrade Soon And am compiling a report on the steps and procedures. Q: What are the downtimes to expect during the Migration? Why is Time zone important to license Manager?
An upgrade in the number of licenses should not take very long. If you are upgrading from a previous version then you would need to consider the size of your DB- etc..
As for the time zone (I'm assuming you saw this from the Help file
Basically as long as your system clock is not off by more than 5 minutes from GMT after the timezone differential is taken into consideration you will be able to reset licenses.
