How do I check network latency from a specific IP address to a bunch of others?

First to clarify, I do NOT want to check the liveness of these IP addresses. I know they are up.

I want to see the LATENCY when IP address 10.32.A.B is trying to reach IP addresses 10.50.X.Y, 10.51.Y.Z and so on over the course of the day.

I'd like to look at the results and see if the spike in latency coincides with issues that users see at specific times of the day.

What Solar Winds tools will help me do that and how would I set this up?

It would really depend, as there are several tools you could use depending on the type of Nodes you are working with. There is functionality in Cisco (IPSLA) you could monitor using Voice and Network Quality Manager (VNQM). You could use Agents to run NetPath tests via NPM. You could execute scripts via SAM on a System to ping X IPs and bring back the results.
